Intelligent Mail Package Barcode (IMpb) Compliance Assessment Changes July 2017

In July 2017, the Postal Service will simplify IMpb Compliance Assessments by combining the presence and quality verifications for the Barcode, Address Information, and Shipping Services File (SSF).    This simplification will reduce the IMpb compliance categories from six to only the three IMpb quality categories.  In addition, the Postal Service will begin assessments for these three IMpb quality compliance categories in July 2017.

 The table below shows the assessment thresholds for the three IMpb quality categories effective July 2017.  The assessments will be based on the threshold percentages currently in place as of February 1, 2017 for the Barcode and SSF.  The threshold for address information will be reduced to 89 percent.  Noncompliant packages exceeding the threshold will be assessed the IMpb noncompliance fee of $0.20 per piece up to the threshold.

IMpb Overview 

IMpb Barcode, Address Information, and Shipping Services File (version 1.6 or higher) verifications ensure accurate data to support and automated package processing, operational efficiencies, timely postage payment and revenue assurance.  Meeting these three requirements provides customers visibility and a positive customer experience.  Timely submission of high-quality manifest files allows the Postal Service to provide rich data via “My USPS” and tracking tools while aiding efforts to simplify the payment process and avoid manual reconciliation. 

Since January 2014, the Postal Service has verified the presence of the Barcode, Address Information, and Shipping Services File and assessed noncompliance fees for the pieces that exceeded the established threshold.  Noncompliance fees are assessed for Competitive Products only (Priority Mail Express, Priority Mail, First Class Package Services, Parcel Select, Parcel Select Light Weight, and Parcel Return Service).  In January 2016, the Postal Service began measuring the quality of the Barcode, Address Information and SSF, but did not assess these quality measurements for non-compliance.  In February 2017, the thresholds were reduced for the Barcode and SSF provided assessments.  For eVS customers, IMpb non-compliance fees are assessed at either the mail class or blended level, depending on whichever has the lowest financial impact.  Non-eVS customers are assessed at the mail class level.
